Problem Note 50014: Your Suspicious Activity Report (SAR) e-file might be rejected with "FATAL" messages in the response file that refer to "4A" or "2B" records

When you submit a Suspicious Activity Report (SAR) e-file using SAS® Enterprise Case Management or SAS® Anti-Money Laundering, it might be rejected. The response file from the United States Department of the Treasury Financial Crimes Enforcement Network might contain messages like the following:

<Message code="F09" level="FATAL"> <Context lineNumber="772">9A:SubjectCount [Calculated: 1, Reported: 0] [Line: 772]</Context> <Description>Number of records reported does not match computer count for 4A records.</Description> </Message> <Message code="F03" level="FATAL"> <Context lineNumber="939">9B:FICount [Calculated: 100, Reported: 99] [Line: 939]</Context> <Description>Number of records reported does not match the computer count for the 2B record.</Description> </Message>

The e-file is rejected because there is a defect in the following SAS® program file:

  • For SAS Enterprise Case Management 2.3: <SASHOME>/SASFoundation/9.2/casemgmtmva/ucmacros/ecm23_efile_fincen_sar_detail.sas
  • For SAS Enterprise Case Management 3.1 and 3.2, and SAS Anti-Money Laundering 5.1 and 5.2: <SASHOME>/SASFoundation/9.3/casemgmtmva/ucmacros/ecmrr_efile_fincen_sar_detail.sas

To work around this issue:

    • For SAS Enterprise Case Management 2.3: Copy the file ecm23_efile_fincen_sar_detail.sas from the directory <SASHOME>/SASFoundation/9.2/casemgmtmva/ucmacros to the directory <SASCONFIG>/LevX/Applications/SASCaseManagementServerCfg/2.3/Source/ucmacros.
    • For SAS Enterprise Case Management 3.1 and SAS Anti-Money Laundering 5.1: Copy the file ecmrr_efile_fincen_sar_detail.sas from the directory <SASHOME>/SASFoundation/9.3/casemgmtmva/ucmacros to the directory <SASCONFIG>/LevX/Applications/SASCaseManagementServerCfg/3.1/Source/ucmacros.
    • For SAS Enterprise Case Management 3.2 and SAS Anti-Money Laundering 5.2: Copy the file ecmrr_efile_fincen_sar_detail.sas from the directory <SASHOME>/SASFoundation/9.3/casemgmtmva/ucmacros to the directory <SASCONFIG>/LevX/Applications/SASCaseManagementServerCfg/3.2/Source/ucmacros.
  1. Edit the file copy to remove the text "(obs=99)" everywhere it appears in the file, and save the file. There are three occurrences of "(obs=99)" that need to be removed (for institution, branch, and subject).
